Hayes Engineering Staff

The company's greatest asset is the experienced, progressive team of employees, including: Professional Engineers, Professional Land Surveyors, Land Planners, Environmental Scientists, CAD Operators and support staff. The principal Engineers, Land Surveyors and Environmental Scientists all have at least 10 years of experience in the industry.

Peter J. Ogren, P.E., P.L.S. - President
Mr. Ogren is the President of Hayes Engineering, Inc. and is a Registered Professional Engineer in Massachusetts, New Hampshire and Maine. He is also a Professional Land Surveyor and Certified Soil Evaluator in the Commonwealth of Massachusetts. Mr. Ogren has forty years of civil engineering design and construction experience. This includes two years as Project Engineer at New Seabury on Cape Cod, eighteen years as Engineering Coordinator at Hayes Engineering and seventeen years as President of Hayes Engineering, Inc. He has worked on and managed projects including the structural design of numerous apartment buildings, water and sewer pumping station designs, hydraulic analysis, environmental impact reports, site designs and residential subdivision designs.

Mr. Ogren is a member of the American Society of Civil Engineers and The Huntington Society (Northeastern University). His education includes a Master of Science in Civil Engineering from Tufts University (1972) and a Bachelor of Science in Civil Engineering from Northeastern University (1969), as well as courses in Soils Evaluation from the University of Massachusetts.

William R. Bergeron, P.E. - Professional Engineer
Mr. Bergeron is a Registered Professional Engineer in the Commonwealth of Massachusetts. He has over thirty three years of responsible civil engineering experience, including nine years as the Town Engineer in Reading and twenty four years with Hayes Engineering, Inc. He is a Lead Project Engineer, responsible for civil engineering, traffic impact studies, associated development, impact studies and the permitting for major shopping malls, condominium complexes, retail stores, hotels, industrial parks, municipal improvements, golf courses, office parks, restaurants and numerous housing apartment designs.

Mr. Bergeron is a member of the Massachusetts Water Works Association, the Massachusetts Highway Association and the American Forestry Association. His education includes coursework in a Masters Program in Environmental Engineering at Northeastern University (including advanced work in chemistry, hydrology and industrial safety). He completed a Bachelor of Science in Civil Engineering from Lowell Technological Institute.

Thomas F. Winslow, P.L.S. - Professional Land Surveyor
Mr. Winslow is a Professional Land Surveyor in Massachusetts and Maine, and a Licensed Land Surveyor in New Hampshire. He has thirty two years of land surveying experience, including several years of field experience and eighteen years as Computer System Director. His responsibilities include ALTA/ACSM land title surveys, Land Court plan preparations and submittals, deed review and perimeter determination.

Mr. Winslow is a member of the American Congress on Surveying and Mapping, the Massachusetts Association of Land Surveyors and Civil Engineers and the New Hampshire Land Surveyors Association. His education includes a Bachelor of Science in Civil Engineering from Northeastern University (1981).

Richard L. Williams, P.E. - Professional Engineer & Certified Soil Evaluator
Mr. Williams is a Registered Professional Engineer and Certified Soil Evaluator in the Commonwealth of Massachusetts. He has twenty one years of civil engineering design and construction experience, including four years of field experience as a surveyor and field chief. He is responsible for design coordination and project permitting, commercial site design, residential subdivision design, environmental engineering, hydraulic analysis, sanitary disposal system design and structural design. He also represents numerous clients at public meetings throughout the North Shore area.

Mr. Williams is a member of the American Society of Civil Engineers and the Boston Society of Civil Engineers. His education includes a Master of Science in Geotechnical Engineering from Northeastern University (2003), a Bachelor of Science in Civil Engineering from Northeastern University (1989), as well as advanced courses in Soils Evaluation from the University of Massachusetts.

Chris P. Sparages, P.E. - Professional Engineer
Mr. Sparages is a Registered Professional Engineer in the Commonwealth of Massachusetts. He has over thirteen years of civil engineering design and construction experience. Mr. Sparages has done extensive civil/site design work for landfills and solid waste transfer stations throughout New England. His responsibilities at Hayes Engineering, Inc. involve various aspects of site design, including: designing and drafting, permitting and hydraulic analysis. He also represents a number of clients at various meetings and public hearings related to permitting issues.

Mr. Sparages's education includes a Master of Science in Civil Engineering from Northeastern University (1997), a Bachelor of Science in Civil Engineering from Worcester Polytechnic Institute (1992), as well as advanced courses in Soils Evaluation from the University of Massachusetts.

Edward E. Stearns, P.L.S. - Professional Land Surveyor
Mr. Stearns is a Registered Professional Land Surveyor in Massachusetts and New Hampshire. He is also a Certified Soil Evaluator in the Commonwealth of Massachusetts. He has thirty eight years of experience as a land surveyor, including two years in the United States Naval Sea Bees and thirty six years at Hayes Engineering, Inc. His experience at Hayes has included field surveying, as well as design and land planning. His responsibilities include extensive work in site planning for many large residential subdivisions and commercial projects and design of sanitary sewer systems, including pumping stations and subsurface disposal systems.

Mr. Stearn's education includes an Associates Degree in Civil and Highway Engineering Technology from the Wentworth Institute of Technology, where he graduated on the Dean's List (1966).

Sidney C. Field, P.E., P.L.S. - Professional Engineer & Professional Land Surveyor
Mr. Field is a Registered Professional Land Surveyor and Engineering in the Commonwealth of Massachusetts. He has forty two years of experience in civil engineering and land surveying. This includes four years as Assistant City Engineer for the City of Melrose. He has been with Hayes Engineering, Inc. for twenty eight years, providing expertise in land surveying and civil engineering as a Project Engineer. His responsibilities now include survey calculations and residential site planning. Mr. Field as an Associates Degree in Civil Engineering from Northeastern University (1958).

Peter M. Blaisdell Jr., P.E. - Professional Engineer & Soil Evaluator
Mr. Blaisdell, Jr. is a Registered Professional Engineer and a Department of Environmental Protection approved Soil Evaluator in the Commonwealth of Massachusetts. He has ten years of experience as a Civil Engineer, including one year of field experience as a Land Surveyor and Field Chief. His responsibilities include designing topographic plans, site plans, watershed maps, proposed plot plans, septic systems, construction details and definitive subdivision plans. He is also responsible for project design coordination, commercial site designs, hydraulic analysis, sanitary disposal system designs, residential subdivision designs, boundary surveys, approval-not-required plans and ALTA/ACSM Land Title Surveys. He represents numerous clients at various public meetings throughout the North Shore area.

Mr. Blaisdell, Jr.'s education includes a Master of Science in Geotechnical Engineering from Northeastern University (2003), a Bachelor of Science in Civil Engineering from the University of Massachusetts (1993) and an Associates Degree in Engineering Technology from North Shore Community College (1991).

W. Gordon Rogerson - Septic System Designer/Inspector & Certified Soil Evaluator
Mr. Rogerson is certified in Massachusetts as a Sanitary Disposal System Title 5 Inspector and in New Hampshire as both a Designer and Installer of Subsurface Disposal Systems. He is also a Certified Soil Evaluator in the Commonwealth of Massachusetts, and a Certified Wetland Specialist in Massachusetts and New Hampshire. He has thirty one years of engineering experience, including twenty six years as a Sanitary Disposal System Designer, as well as years of experience as a Soil Evaluator and New Hampshire Septic Designer, Certified Wetland Specialist and Field Surveyor.

Mr. Rogerson is a member of the Society of Soil Scientists of Northern New England and the Society of Soil Scientists of Southern New England. He is also a member of the Granite State Designers and Installers Association and the North Shore Septic System Association. His education includes an Associates Degree in Architectural and Structural Engineering from the Wentworth Institute of Technology (1973), along with numerous courses in the Environmental Sciences from the University of New Hampshire.

Elizabeth C. Wallis - Certified Wetland Scientist
Ms. Wallis is a Certified Professional Wetland Scientist in the Commonwealth of Massachusetts. She has over sixteen years of wetland evaluation experience, including four years at Robert E. Anderson, Inc., one year as a self-employed Environmental Consultant, and 12 years at Hayes Engineering, Inc. as a Wetland Scientist. Her professional responsibilities include delineation of wetlands in conformance with local, state and federal regulations, preparation of applications for local and state environmental permits, preparation of reports and wetland replication plans, presenting projects at local public hearing in support of client permit applications, botanical evaluation of wetland resource areas and inspection of wetlands replication areas for Conservation Commission compliance.

Ms. Wallis is a member of the Society of Wetland Scientists, the Association of Massachusetts Wetland Scientists and the Massachusetts Association of Conservation Commissions. Her education includes a Bachelor of Science in Botany from the University of Massachusetts, Amherst (1985).
